To qualify for the 40 percent transfer payment, you must receive service credit for January 1998.
 

Transfer Payment

The transfer payment is based on your January 1, 1996, account balance. If you qualify and your employer correctly reports your transfer request on schedule, your transfer payment will be credited to your TRS Plan 3 account on March 4, 1998. If your employer does not report your transfer to DRS in a timely manner, the transfer payment may be made a month or two after DRS receives your data in good order from your employer.

Your transfer payment will be made to the investment program last receiving a contribution at the time of payment. For members who are contributing to the Self-Directed Investment Program when the transfer payment is posted, the payment will be invested according to the investment allocation on file. Transfer payments received for member accounts not having complete investment instructions will be invested in the TRS Plan 3 Money Market Fund.
